Any idea what brand of barrel it is? Also who did the smith work?

no idea on the smith or the barrel maker, there are so few 17 barrel makers and they are all quality. who ever did it did it right. the first thing I did was remove the action to see if it said p.o. Ackley on the bottom, well it didn't. the load I found for it (13.2 gr h4198sc 25 berger) repeated the same size group 3 days apart.
